Can I use all outputs at maximum rating simultaneously?

No, while individual outputs are rated at 1.6A (outputs 1-4) and 1.1A (outputs 5-9), the total power consumption cannot exceed 5A. You must distribute the load accordingly, such as 3 x 1.5A + 1 x 0.5A = 5A total.
